the investigation, evidence emerged suggesting the possibility of a second
shooter. Although the question has never been definitively answered, it
continues to linger to this day.</span></div>

<div><span class="fs12lh1-5 ff1"> </span></div>

<div><span class="fs12lh1-5 ff1">The facts pointing
to a second shooter are relatively straightforward. The first involves the
analysis of Ren’s Highway Patrol vehicle, which had been moved to Libby and
stored in a locked garage. Due to its size, the vehicle could not be sent to
the forensic laboratory for examination. Given the strained relationship with
the FBI at the time, it was decided to request assistance from experts at the
Alcohol, Tobacco, and Firearms (ATF) laboratory. The ATF’s reputation was such
that its experts were considered every bit the equal of those working for the
FBI.</span></div>

<div><span class="fs12lh1-5 ff1"> </span></div>

<div><span class="fs12lh1-5 ff1">ATF personnel
traveled to Libby and examined the vehicle. Unfortunately, their official
report cannot be located. According to ATF record retention policies, documents
are destroyed 20 years after an event. Attempts to locate copies elsewhere were
unsuccessful.</span></div>

<div><span class="fs12lh1-5 ff1"> </span></div>

<div><span class="fs12lh1-5 ff1">However, based on
information leaked to the news media and my personal recollection, the ATF
established two key findings:</span></div>

<div><!--[if !supportLists]--><span class="fs12lh1-5 ff2"></span><span class="fs12lh1-5 ff2"> &nbsp;</span><!--[endif]--><span class="fs12lh1-5 ff1">A total of seven
shots had been fired—two directed at Ren and the remaining five at Deputy
Sturmak.</span></div>

<div><!--[if !supportLists]--><span class="fs12lh1-5 ff2"></span><span class="fs12lh1-5 ff2"> &nbsp;</span><!--[endif]--><span class="fs12lh1-5 ff1">The shots came from
different trajectories, indicating multiple angles of origin.</span></div>

<div><span class="fs12lh1-5 ff1"> </span></div>

<div><span class="fs12lh1-5 ff1">This leads to the
next piece of evidence: Rector’s rifle, when fully loaded, could fire a maximum
of five rounds—two fewer than the ATF’s count.</span></div>

<div><span class="fs12lh1-5 ff1"> </span></div>

<div><span class="fs12lh1-5 ff1">Within weeks, the
Sheriff’s Department learned that a second weapon had been found in a vehicle
near the crime scene. The individual who discovered it turned it over to the FBI,
believing it might have been used in the shooting. The weapon was a Ruger
Security Six .357 Magnum revolver. The FBI did not notify the Sheriff’s
Department about the revolver. Upon learning of its existence later, the
department recovered it.</span></div>

<div><span class="fs12lh1-5 ff1"> </span></div>

<div><span class="fs12lh1-5 ff1">It is troubling that
the FBI had custody of a weapon potentially connected to the Ren murder and
failed to inform the investigating agency. Moreover, once the Sheriff’s
Department became aware of the revolver, there appeared to be efforts to
obscure or eliminate records related to its role in the case.</span></div>

<div><span class="fs12lh1-5 ff1">If we accept the
possibility of a second shooter, it raises the critical question: Who was this
person?</span></div>

From the outset, I find this claim hard to believe. Based on the evidence and sequence of events, I don’t think it holds up.</div><div><br></div> <div>Deputies providing security at the trial, reported that defense witnesses testified Rector had his hands raised and that they were empty—no weapon in sight. He had exited his vehicle and, by their accounts, was facing the officers. All three witnesses agreed that his hands were up, but disagreed on the specifics: one said they were raised to shoulder level, another said they were extended forward, and the third claimed they were out to the sides.</div><div><br></div> <div>The inconsistency in these accounts doesn’t prove the claim false, but it certainly makes it murky. If we assume for argument’s sake that Rector exited the vehicle empty-handed—contrary to Deputy Sturmak’s statement—then he would have needed to position himself visibly and at sufficient distance to make a gesture of surrender. That intent would presumably be to show he was unarmed and non-threatening.</div><div><br></div> <div>But when we place these movements into a real-time timeline starting from when the vehicle stopped, things begin to strain credibility.</div> <div>According to his own testimony, Rector believed he needed his rifle. To act on that belief, he would have had to turn back toward the vehicle, reach inside, retrieve the weapon, and aim with enough precision to fatally shoot Patrolman Ren. When you incorporate this sequence into the same timeline, it becomes extremely difficult to reconcile with the notion of a genuine “hands up” moment—let alone one witnessed clearly and consistently.</div><div><br></div><div><img class="image-0" src="https://www.eastofthemountains.com/images/IMG_20250728_110309021_HDR.jpg"  width="958" height="1277" /><br></div> <hr> <div><br></div> <!--EndFragment --></div>]]></description>

To ensure accuracy, these interviews were recorded on standard cassette tapes, capturing each witness’s words in their own voice. The recordings were later transcribed and included in the case file.</span></div><div><span class="fs12lh1-5">However, when these same witnesses testified in court, their statements no longer aligned with the transcribed interviews or the recorded tapes. This raised serious concerns: had they</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">lied under oath</span></strong><span class="fs12lh1-5">, committing perjury, or had they</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">provided false information</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">to investigators during their initial interviews? When confronted about these discrepancies, witnesses claimed that the tapes did not accurately reflect what they had told investigators. Some even suggested that the recordings had been</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">altered or doctored</span></strong><span class="fs12lh1-5">—a claim bolstered by reports of audible clicking sounds on the tapes.</span></div><div><br></div><div><strong><span class="fs12lh1-5">The Truth Behind the Clicks</span></strong></div><div><span class="fs12lh1-5">Despite these allegations, the reality was far less sinister. The Lincoln County Sheriff's Department simply</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">did not</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">possess the means or expertise required to alter cassette tapes. It wasn’t a case of tampering—it was a matter of logistics.</span></div><div><span class="fs12lh1-5">At the time, the department had exhausted every available blank cassette tape in the county. With a</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">limited supply</span></strong><span class="fs12lh1-5">, officers needed to maximize the use of each tape. To do so, they periodically</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">paused and resumed</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">recordings to eliminate unnecessary silence—such as moments when interviewers reviewed their notes before asking new questions. This</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">start-stop</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">method caused the clicking sounds heard on the tapes.</span></div><div><br></div><div><strong><span class="fs12lh1-5">A Practical Compromise</span></strong></div><div><span class="fs12lh1-5">Ideally, the tapes would have been allowed to run continuously, ensuring uninterrupted recordings. However, given the scarcity of blank tapes, officers had to make a choice:</span></div><div><ul><li><strong><span class="fs12lh1-5">Record interviews efficiently</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">by minimizing wasted tape space</span></li><li><strong><span class="fs12lh1-5">Risk losing critical testimony</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">due to lack of recording materials</span></li></ul></div><div><span class="fs12lh1-5">Ultimately, the</span><span class="fs12lh1-5"> </span><strong><span class="fs12lh1-5">only thing that changed</span></strong><span class="fs12lh1-5"> </span><span class="fs12lh1-5">was the testimony of the witnesses—not the integrity of the tapes themselves.</span></div></div>]]></description>

At that point in time, Montana lacked a state crime lab, a state medical examiner, and a state criminal investigative agency.</span></div><div><br></div><div><span class="fs12lh1-5">I had suggested that we go through the process of ‘bagging’ Ren’s hands to preserve potential residue for testing. My recollection is that McMeekin decided against it. Why? In hindsight, it’s easy to say this was the wrong call, and it was certainly an issue raised by the jury.</span></div><div><br></div><div><span class="fs12lh1-5">Let me explain the decision as best as I recall. There was never any question about who murdered Ren—Rector clearly admitted to it. Two law enforcement officers, from agencies other than Ren’s, witnessed the shooting. Other evidence supported the conclusion that Ren had never fired his handgun, and it appeared he had barely exited his vehicle, let alone had the chance to draw his weapon from its holster.</span></div><div><br></div><div><span class="fs12lh1-5">A key piece of evidence was Ren’s revolver, which, when taken into evidence, was still fully loaded with unfired ammunition—a fact I recall verifying myself.</span></div><div><br></div><div><span class="fs12lh1-5">I do not remember seeing the lab report, but I understood that the revolver had been sent to a federal lab for analysis. Given the deteriorating relationship with the FBI at the time, it was likely sent to the Bureau of Alcohol, Tobacco, and Firearms. I understand from the news articles that remain available, McMeekin testified to those facts and results.</span></div><div><br></div><div><span class="fs12lh1-5">So, while his hands were not tested for residue, other evidence strongly supported the conclusion that Ren had not fired his weapon that day.</span></div></div>]]></description>
